Ne postoji "problem pasa i macaka lutalica".

Postoji problem neodgovornih vlasnika koji su UZROK i napustene macke i psi koji su POSLEDICA .

Potrebno je ukloniti uzrok ,pa nece biti ni njegovih posledica , sankcionisanjem ljudi koji napustaju svoje pse i macke , u skladu sa vayecim zakonima , postupanjem inspekciojskih sluzbi po zakonu .

Nepostupanje inspekcijskih sluzbi omogucuje opstanak ovog skupog drustvenog problema , indukuje njegovo brutalno protivzakonito resavanje , dovodi do krsenja Ustava Rep.Srbije neprimenjivanjem vazecih zakona .

There is no problem of stray dogs and cats. The problem is the irresponsible owners who abandon their pets, which is against the law and should be fined. Abandoned dogs and cats are the consequence! The cause for this is in the irresponsible keeping of these animals.

No kill strategy for eradication of this cause

The owners who abandon their animal should be punished according to law.

Most people would soon stop eating meat, if they visited a slaughter house

The life story of Peter Razpet - Petko from Kamnik is so interesting, that it could hardly be written by the best film producers in the world. After 25 years of shedding blood in slaughter houses some day he experienced an intensive spiritual change, which made him put down his butcer's knife forever. Ever since he hasn't thought about taking a breath of life not even from a fly. Nowadays, after almost five years of living a new life, he is happy, because he had recognized the love of God. But he doesn't regret the way, he had to pass. Petko says: ''All things, which seem negative to us, have their positive side in a wider spiritual perspective. Every man has to experience darkness before he can recognize brightness and love!''

How do you remember your childhood and youth?

Ever since I was little I have been incredibly fond of animals. I used to bring home puppy dogs, only a few days old, rejected by other people. I liked  feedeng rabbits, pigeons and squirrels. Later at school I had little success, because I felt, I didn't need such education. So when I was in the sixth class I already applied for a job in some local company. At that time we had a bull. My father once beat him up. That is why the bull started to hate him, so my father did not dare to come close to him anymore. I used to talk to the bull a lot and caress him. But every time my father came into the stable, the animal started to fret and fume, so he finally decided to sell him. Therefore we took him to the cattle market in Cerkno. The butchers from Idrija bought him, but couldn't get him on their truck. He obeyed only me. However, I can still see tears in his eyes, when I tied him to the truck and said good bye. When the butchers saw how the bull followed me without any resistance, they offered me a job in the slaughter house. I actually don't know, why I had accepted their offer. Next week I started to work there. I shall never forget my first day in the slaughter house. They cut off the heads of twenty fully consciuos calves right there in front of me. I felt like throwing up and could not imagine me having to do it. A young cleaner noticed my disgust and said: ''It's nothing to it boy. If I can kil an animal as a woman, it will be much easirer for you as a man!'' Then she took an axe and hit a living cow with it. Something broke inside of me and I said to myself: ''Well, O.K then, I'll be a butcher.''

How do you expalin your decision for a butcher's job?

I am sure there are no coincidences in life. Obviously I had to pass such a bloody way. The bull with tears in his eyes surely wanted to warn me, but I simply did not understand the message at the time. As a teenager I simply did not understand, that God created people, animals and plants in this world to learn from each other. And I really still do not quite understand, why I had killed the animals, which I liked the most for so many years. However, it seems a bigger mistake to me, if you are aware of doing somethin wrong. In this case spiritual law of sowing and harvesting is even more inexorable. I really wasn't aware, that slaughtering animals was wrong up to that moment.

Do you regret your decision?

No, not at all. All things, that seem negative to us, have their positive side in a wider spiritual perspective. Every man has to experience darkness, before he can recognize brightness and love. Therefore we mustn't judge anyone. My opinion is, that Jesus and Hitler had a similar role. Jesus wanted to teach is how to love, forgive and be kind. I am sure, that Hitler on the other side wanted to teach us something we shouldn't do. In my younger days I caused quite a lot of troubles, so my father often spanked me in an old farmer way. I couldn't understand, why I liked him so much, even though he beat me up once in a while. Only when I had my own kids and once wanted to spank my daughter, I remembered in a flash, how my father's strokes hurt me. I became grateful to him only then, because I suddenly realized what he had tried to teach me: Do not beat the one you love! Every man becomes aware, why he is sent to this world and starts to live a completely different life. When I was a butcher, I simply didn't notice the beauties and wonders of nature, God and all the universe.

But you must have slaughtered very unwillingly all those years?

I think, that unwilling slaughters are mostly butchers, who had been forced into this professions by their fathers. Every man has free will and I don't see, how some parents can force their kids to do certain jobs. Although my father was a village butcher all his life, he never expressed a wish for me to do the same job too. I think I always made reconciliation with an animal before killing it. I did not kill with hatred. Father and I used to slaughter pigs in villages and killing - days with pork and sausages were always a kind of holidays for village people. But I repeat, at that time I never thought of a pig as a victim of our ejoyment and revelry. On the contrary, it was pig's death itself, which joined us. I could agree with older village people, who once claimed: No matter how bad their relations were, birth or death always brought them together.

What does a slaughter house look like?

I'll say this: Slovenian societies for animal rights should organize visits to slaughter houses, so many people could see, how their steakes get on their plates. I am sure most of them would soon stop eating meat. Most meat eaters would resist in disgust, if they were told their puppies would be slaughtered. But most of them really don't care, what goes on behind the walls of slaughter houses. However, there are much worse things. A few years ago I travelled a lot in Bosnia and met some people, who were involved in the war at the end of previous century. They told me, they had learned how to muder people in slaughter houses. But in slaughter houses I never saw cutting of bellies of pregnat cows, like they did to pregnant women. Those people prayed to God, while they were cutting human necks. I kept wondering, what kind of God allows killing among brothers and sisters made to his image. God gave free will to man and does not interfere. Therefore, the biggest human mistake is, that people beleive God, no matter how he is called, takes the side of those who kill everything he had created with love. When you hear such things, you recall the words of Leonardo da Vinci, who said, that it was only a small step from killing an animal to killing a man.

How do animals behave before their cruel death?

Thank God, I wasn't aware of it at that time. Nowadays, whenever I think of what I have been through, I remember many things. How the animals resisted me just like our bull had resisted  those butchers, when he didn't want to get on the truck. I could write a book of memories. I remember tears in the eyes of the calves, I had slaughtered. But I tell you once again, thank God, I did not always see it, let alone understand it. I am sure of one thing: If nowadays I asked a cow or a bull, if I could kill him, he would give me some kind of a sign not to do it. Killing or taking someone's life to appease hunger or thirst is not a sin, but it is a mistake, which will have to be rectified by individuals as well as by humanity. I am lucky, I don't have to make similar mistakes anymore.

The well known psychotherapist Borut Pogačnik said, that many butchers had problems with alcohol. Is it true?

In slaughter house in Idrija there was a habit: If a farmer had not brought two liters  of wine or a domestic brandy to buthcers, he had to wait a little longer for his bull to be slaughtered. Many butchers became addicted to alcohol in this way. My father was a village butcher and he always came home a little drunk. I think he tried to make his work easier with alcohol. Personally I never depended on liquor and I don't attribute my actions to drinking, but to my destiny and alcohol would be no excuse for them.

I read in a Greman magazine, that some butchers even drink bull's blood and eat raw bull's stamens as a symbol of manhood. Is this true too?

It is true all right. I never tried it myself, but I had seen old butchers drink blood with my own eyes. They believed, it gave them strength and power.

What do butchers do with slaughter waste?

Once we used to berry all slaughter waste, horns, intestines, eyes and bones into a special hole. Nowadays they use all that for the production of feeding stuff, which is the main disaster.This also causes many terrible diseases. Besides that, they add many chemicals to meat in order to preserve durability. Some of the chemicals cause cancer. Some pieces of meat, which should be wasted, are remade to salami or hot dog.

What happened? What made you quit the job of a buthcer?

One day four years ago a relative of mine suggested, that I should visit a fortune teller in Zasavje, because she wondered, if she would guess certain things concerning my life too. I went to her, but just for fun. I introduced my relative as my wife, but the fortune teller said, it wasn't true, because my wife had black hair and we had two kids. I felt she might know something, because everything, she said about me, was true. Then she threw cards on the table and found out, I knew many people, but the job I was doing, was completely wrong. I told her not to talk rubbish and bid farewell. I was busy buying a slaughter house at the time. I had a lot of money and was quite sure of my success, so her words didn't make sense to me. At parting  she was sure I would visit her again and added, I would cut myself and have a car accident in the near future. I thought to myself, she didn't know what she was saying. But on the way home someone crashed into me and three days later I cut myself. So I decided to go back to the fortune teller and ask her to tell me more about my future. She predicted, that if I carried on with my job, I would fail completely in three years, I would have troubles with police and judges and many people would start to hate me. I refused to believe her, for I was sure that opening my own slaughter house would be an excellent investment. I already had the building, the business plan was made and the documentation was ready.

What happened then?

Troubles in my business really soon began. Many business partners didn't pay me, so I soon ran into debts myself. Besides, my home folks turned their backs on me too. In great distress I took refuge in praying to God. Then I started visiting Brezje regularly. Once, when I was really desparate, I prayed to Mary Mother of God and begged her to give me power of forgiving. Instead I heard a clear voice: Do not kill! I thought, it reffered to people only, because I had many debtors, whom I sometimes said in despair, I would kill them, if they didn't pay me my money. But on my way back from Brezje in the tunnel before Kranj, I felt, it also referred to animals! Soon I noticed a wet stain on my trousers and realized it was from tears. When I came home, I told my wife I would not kill animals and eat meat from that day on. She said, I was not quite O.K., there was definitely something wrong with me. Anyway, from that moment on I kept to my promise. A few days later, at the end of the year, I was on a birthday party with my friends. I was the only one not eating meat, ignoring their remarks, what kind of a butcher would I be, if I didn't eat meat.

How did you stop slaughtering animals?

Already before my spiritual change I promissed my aunt to slaughter her pig immediately after new year. I was embarassed, what to do, because I liked keeping my promisses. I decided to go to my aunt and lie to her, that I had a very high fever. When I got to her door, the biggest miracle in my life happened. Before I tried to tell her, I was sick, she said: ''Unfortunatelly we won't be able to slaughter, because I have a fever.'' Unbelievable! It was my luckiest day. From that day on I didn't even think of slaughtering an animal, no matter how much money I would be offered.

What was happening to you in the next few days?

As I wanted to get to the bottom of the matter, I was solving problems with certain people and even with the church and some politicians in a way, that is understandable today. The latter sent me to the psychiatric hospital, because of my actions. Under sedatives I began praying to Mary to save me from all those nightmares and help me, because people didn't understand my new way. I know, many people didn't get my point then, so after my hospitalization I went to Father Leopold in Brezje, who is iniciated in Mary's miracles. In a conversation, which lasted more than an hour I confidentially described to him all the events, that had recently happened to me. He assured me, that after all humiliation and suffering my decision not to kill animals brought me God's grace, although he didn't quite understand how. But he warned me to keep my experiences to myself as much as it is possible, because people would not understand me and I might have troubles again. He added, that miracles happened every day, we just didn't notice them anymore in our heartless, materialistic world. My wife didn't understand all the events. She was sure, I was sick. That is why I remembered Jesus saying: If you really believe and trust in me and God, just stand up and leave. I often asked myself where, but there was no answer. I found the answer in me only when I really did it. I got a divorce, left home leaving everything to my wife and kids.

How did you feel physically?

After the change many people said, I would get sick not eating meat because of  certain vitamines deficiency. Passing on to vegeterian food I became lighter, more active and had much more life energy. I could say, my subconsciousness  and consciousness began to act completely differently. Many people thought I was sick, but in fact I had never felt better in my life. I gave up all medicines, prescribed to me in hospital. When I told that to my doctors after a year and a half asking them for explanation, they remained speechless. If people knew how much poison they take with every medicine, they would reconsider carefully before taking it. I wonder why people don't ask themselves, how our predecessors managed to live to be very old not knowing any medicines accept the natural ones. It is interesing, how I used to despise vegeterians. Once in my ''butcher times'' me and my business partners were visiting a farm in Dolenjska, where only bio food was produced. All the people there were vegeterians. I whispered to my colleague to go somewhere else, because I cannot watch ''the skeletons'' anymore. It made my mouth water, when I saw domestic lambs on the spit in front of a nearby tavern. Later we ate them with great appetite.

Did you notice any more positive changes after quitting the bloody job?

I haven't hated a living being ever since I decided to start a new life. Above all I remember my puppy dog Pika. She was so glad, because I had changed, that from that day on we have never parted. When we were strolling along the countryside, I noticed gratefulness in her eyes, which many people couldn't understand. She often comforted me, when I was in distress and clinged to me, when I was down.

Do you ever feel tempted to slaughter an animal?

No, not at all. Nowadays I cannot even kill a fly, because it also has the right to live. As I said, I like all the creation. My evening prayer is: I send my love to all people, my brothers and sisters and to all the creation, given to us by God, who said: Love each other.

The Church is still saying, that God's Commandment: You shall not kill! referrs to people only. How do you comment that ?

I know an ex priest and religious historian, who was in service in Rome for a few years. He told me, he ate more meat there, than in his whole life. The Church doesn't really care for its own commandment:You shall not kill! The bloodiest wars, humanity has ever known, raged and are still raging in the world in the name of religion or because of it. How can we expect this commandment to refer to animals, if it doesn't refer to people? If the commandment was respected by everyone, the world wouldn't need neither priests nor state or religious leaders, because everything would go on according to natural laws, which are unfailing and eternal. As the Church and its leaders as well as the leaders of the world do not want to obey this commandment due to their benefits and manipulation with people, I can hardly believe that killing would soon be over. However, I do believe, that God's and nature laws are strong enough and that there are people in this world, including priests, who are getting more aware every day. With their help we will slowly change the world to what it used to be from the very beginning. Evil was created by man, not God, therefore we will have to eliminate it by ourselves, for it was caused by us. Anyway, after the change I realized that people really didn't need altars and churches, where priests often manipulate with people. A proverb says: God will not ask you, how many times you attended masses, he will be interested in your acts. Faith in God is not enough, it is necessary to be active. God himself will not do anything. We will have to unroot evil by ourselves.

What do you do nowadays?

I established a society to help people in distress. In many different ways I help people, who got into trouble. Having experienced many hard times, I can understand them and help them in different ways. I dedicated myself to nature and I live with it, so I also started to gather medicinal herbs. I heal with a help of bioenergy. In this way I treated many diseases, which couldn't be healed by official medicine. I also work on my spiritual development and using my own experiences I help people, who were pushed into distress by a modern way of life and are searching for new ways. I am also active on the cultural field. But I am most thankful to God for sending me to this world right now to accomplish all these things. I experienced a lot of beautiful, unforgettable moments. I accepted all the tests as my destiny, fought them and won. Help yourself and God will help you, is one of the most truthful proverbs. I enjoy very much in various handicraft skills too. I like making all kinds of products, chapels among other things. I especially cherish the Christmas time. Every year I make a big crib in memory of my new way. Together with God and Mary I can experience the birth of Jesus, whom we can see in every living being and nature, if we wish so.

Tolstoj said, that people would kill each other as long as there were slaughter houses. How do you comment his statement?

I will say a little differently: Blood will be shed until man becomes aware, that God created animals to be his friends. Not only animal blood, but man's as well. First we have to raise the spiritual consciousness, then slaughter houses will automatically disappear from the Earth. People wil not eat meat anymore, therefore it will not be necessary to kill animals and destroy nature as well as everything, that was given to us by God as a present.

Do not kill and eat animals.

2007 Easter Message by the Slovenian President Dr. Janez Drnovšek:

"The Easter Holidays are near. Let's spend them in peace and good company. You can also renounce the ham, chocolate-eggs should be sufficient for an Easter atmosphere.

Would it not be more harmonious if we did not associate religious celebrations directly with ham and other non-spiritual symbols? Do really so many animals have to die when we celebrate higher consciousness and try to develop spiritually? The answer is clear: of course not.

Feasts don't have much to do with spirituality, just the opposite. Even considering that we can try to understand that in some eras, in which food was scarce, religious events were celebrated with banquets, we can now leave such material remnants behind us. True spirituality does not need them, just the opposite, because they show us that religions demanding such identifications got stuck at a relatively low level of consciousness.

That's why we'll try to celebrate the occasion differently this time. We use the opportunity for a walk in nature, for a cleansing of the spirit, for the search for internal peace. We are friendly to our family, our neighbours and all those suffering in this world. Also to animals. We spare them this time from our lust for meat and we try to overcome historical behavior patterns.

We will do something good for our spirit and our body."

24 April is World Lab Animal Day

Next week, during the international Lab Animal Week (24-30th), thousands of supporters of the National Anti-Vivisection Society (NAVS) will be hitting the streets with a new leaflet on experiments in UK laboratories, and which criticises lack of funding of new technology which could have averted the recent TGN1412 drug disaster.

Supporters of the NAVS will be wearing their 'Unlock the Labs' badges to commemorate the suffering of animals; many will observe a minute's silence at 12 noon on 24 April, and will be organising fundraising events to save animals and fund non-animal research.

International Lab Animal Week is commemorated all over the world. Every year, an estimated 100 million animals suffer and die in experiments in the world's laboratories. In secret. For each recorded use of an animal in a laboratory, a further two to three animals have been killed after a miserable short life, simply because they are surplus to requirements. Laboratory animals suffer terribly at every stage of their lives; the law allows the infliction of pain and suffering on animals that would, in other circumstances, be illegal. They live in crowded, factory farm-type conditions. They can be burnt, blinded, scalded, mutilated, poisoned to death or deliberately given disease.

Yet the fundamental flaw of animal research is that each species responds differently to substances, making animal tests unreliable as a way to predict effects in humans. The test drug TGN1412 left human volunteers critically ill and demonstrates just how misleading animal test data can be. The drug had been given in doses 500 times stronger to monkeys without serious adverse effects. But it turned a fit and healthy young man into what was described as the "elephant man". However it is not uncommon for drugs to fail in human trials after animal tests - around a third fail in the first human trials.

The NAVS has argued that the TGN1412 disaster could have been averted if a new technique called microdosing had been used; this is where ultra-low doses of a drug are given to humans. Accelerator Mass Spectrometry (AMS) is a tool of unprecedented sensitivity, which can analyse these ultra-low doses. This replaces animals, avoids the problem of species differences, and is safer for humans. Yet the UK has only one AMS unit.

The new Lab Animal Week leaflet produced by NAVS provides a quick reference to key species differences, for example, the antibiotic penicillin is useful for humans, but is lethal to guinea pigs; the breast cancer drug tamoxifen was originally designed as a contraceptive - it worked in rats but had the opposite effect in women. It is now a successful breast cancer treatment, despite that it caused cancer in rat studies. Also exposed are some horrific UK experiments -

• Rabbits used to test breast implants - they were killed after suffering chronic inflammation and haemorrhaging.
• Monkeys suffered diahorrea, swollen penises and scrota, body tremos, low heart rates and abdominal and umbilical hernias after being given an asthma drug. This was a "moderate" pain level test.
• Rats were forced to breathe paint in a "non-lethal" test. Within three hours half of the animals had already choked to death so the test had to be stopped.

The NAVS spends £300,000 a year on grants to scientists conducting non-animal research, and urges the Government to focus on replacements for animal tests, for the sake of both people and animals.

These dogs are killed with pitchforks, because when they decided to kill them, vets didn't have T-61. The dogcatchers of Public communal enterprize JKP Stari Grad, caught a new group of dogs, and they are to be killed as well, for which they will charge a local budget with 6000 dinars per body. 1euro-80dinars. This is a very good business, so the director of JKP Stari Grad, Mrs Danijela Lovrin Gavrilovic does not care about article 269, because her husband is a local prosecutor in Sabac, and her good friends are Mr Dusan Petrovic, who is Deputy of Mr Boris Tadic -President of Serbia, and Svetomir Vesic, a former Mayor of Sabac. She has the POWER and we have the LAW. But this is CRIME!! We insist on stopping it and whoever is responsible should be punished, we don't care who is whose husband or friend, we insist on implementation of laws!

Note: The situation is absolutely the same in every city of Serbia, it only differs in prices for killing (6000-10000 dinars) we are so ashamed, and so desperate because we cannot do anything to stop this big CRIME in spite of our law.

AGAIN RABIES IN SERBIA!!!

In the village of Svirce, Medvedja municipality, because allegedly the fox infected with rabies was found, Director of Vet. Department in the Ministry of agriculture, forestry and waterpower engineering, Mr. Dejan Krnjaic handed down a decision that pronounces the area in radius of 3 km - infected with rabies, and the area in radius of 10 km - endangered area.

Out of all 18 measures that are ordered by Vet Law, Director ordered 12, with only one of them realized- hunters brutally killed cats and dogs in the center of Sijarinska Banja (spa) with their guns - with the munition they got from the Police Department in Leskovac, at their request. Bloody bodies of dead and half-alive dogs and cats, the hunters and employees of the local communal enterprize for cleaning the streets and collecting the garbage, threw on a trailer and buried them on a dump site. After that they washed their hands covered with blood and went to have a lunch in a hotel "Gejzer" where they ate a lot of other animals.

How defeating and humiliating!

Is this really the beginning of a third millenium or is Serbia still in the dark Middle ages? We are stunned and shocked with the situation we are in.

APS SRECKO from Negotin, member of Network for Animals in Serbia, has been running a shelter with around 100 dogs for the past 5 years. The local government did not approve of it, but thanks to the every day effort of Zvezdana Radojcic, somehow the dogs managed to survive. But now, with the document from Director of Veterinary Department, Dejan Krnjaic, in their hands, the authorities in Negotin and all over Serbia, can start killing the strays again! They decided to boycott Zvezdana, who together with other members of Network for Animals in Serbia, signs all the criminal charges we bring, and she is now deprived of the minimum help she was getting - the car to use for couple of hours to take the food from the nursery to the shelter, and the nursery wouldn't give her the left-overs from the children anymore. The vet inspection does not allow her to get the bones, the butcher shops sell those for 50 din/kg, she cannot buy old bread because they have none left in Negotin.

STARTING FROM MONDAY, DOGS ARE GOING TO BE HUNGRY!

The APS Nis will send 120kg of meat by bus tomorrow, but we have 180 dogs in our shelter that need to be fed every day, Slavica in Subotica has 500 dogs.

Nobody gets any help from the municipalities where they live. We literaly beg our fellow citizens for donations to keep our dogs alive. We are in a desperate situation - trying to rescue such a small number of dogs, when they kill hundreds all over Serbia in this moment!

Are the people in Serbia in danger of 100% fatal rabies?!

Why doesn't Veterinary Department order antirabies vaccination of all wild and domestic animals. By killing of healthy animals they won't eradicate the virus. We need preventive of all animals by antirabies vaccination!

RABIES A child bitten by a cat infected by rabies Valjevo - The cat infected by rabies has bitten a 4 year old girl in the village Vujinovaci, near Valjevo, confirmed for KURIR dr Biljana Rajkovic from the Institute for health protection. According to information vet.inspection has, rabies appeared in the village Gunjaci near Osecina, too, where the infected fox attacked few people. All measures had been taken to help the girl bitten by the cat, and she is in the Hospital in Valjevo. Vet Vladimir Janevski said they set about exterminating all cats in this village that were in contact with the infected animal. Measures had been taken to treat one more child who was in contact with the cat.

URGENT
SUBJECT: Report of persisting criminal acts against the enviroment despite the large number of denunciations from APSs in Serbia and all over the world

Dear Sir/Madam
We denounce to You the criminal act of torture and plans for mass killing of large number of dogs - 35, by JKP Morava, person responsible for this being Director of this communal enterprise, and independent firm for catching the stray dogs HIGIJENA-TOMIC, person responsible : the owner.

The above mentioned signed a contract and got the money from the budget of Township of Svilajnac to catch the dogs in Svilajnac, which they did on 16.1.2007. and they keep them in terrible conditions, non-hygienic cages in urine, excrement up to their knees, exposed to cold weather with nothing to lie on and no place to hide from rain and wind, with no food - dogs eat eachother, no water, no veterinary treatment, and they dare call this death waiting room with no vet-sanitary conditions : shelter, when in fact it is a place of torture. All despite the fact that vet. law orders taking care of abandoned animals and paragraph 2 of the article 269 of the Criminal Code of Serbia, the treatment like this defines as criminal act. We have all the needed photo documentation, witnesses and other documentation, and we will be forced to bring criminal charges to international court, unless the institutions we appeal to, act in the line of duty, because the stopping of the brutal criminal act, court, and trial we did not achieve in spite of all our efforts since 1.1.2006. In spite of numerous obvious evidence right in front of the eyes of Public Attorneys, the evidence we gave innumerable number of times, they ignore the existence of the obvious criminal act, and say that it does not exist. We will require sanctions for all of the involved directly or indirectly in torture of this innocent animals, which at the same time is done almost all over Serbia. We, animal lovers, are exposed to everyday mental agression and violation of our constitutional rights.

We require that institutions we appeal to, act in the line of their duty. All evidence of the criminal act being done at this moment is attainable in JKP Morava and they should put justice into effect and stop this torture of innocent animals and us who love them abd take care of the dogs instead of killing which they justify by Regulations 29/94, not valid after the new Vet. Law was accepted (article 168. put is out of effect)

 Your society along with other societies for Animal protection is reporting various criminal acts and irregularities complaints on the work done by numerous ecology and veterinary services in big number of Serbian cities.

As we acting by your numerous complaints against criminal acts, we see your need to help, but you are doing it in hostile/negative manner, with reference to, only by complaining on negative work of mentioned public services and subjects working in, or leading those mentioned services.

As you are working very tightly with foreign organizations for animal protection and you inform them thru reports about situation of this related matter, it is necessary for you to do something positive for mentioned public services. with reference to, you are in position to ask for financial support (donations) from those organizations and use it to make possible for violations of act 269. of the criminal Law of Serbia to be prevented.

Ask form those societies for animal protection, to really help the stray dogs and cats in Serbia to be accommodated in better manner, by helping in construction of shelter, made by European Standards; food, vaccination, sterilization, medical needs, and all other needed conditions for those animals. (All this because you are aware of the bad financial situation which local-self-managements are in and can not, like Belgrade did, to make good strategy to resolve this problem).

In communication letter sent on January 26th 2007 . Mrs Gordana Stojanovic Milosevic, Deputy Prosecutor General of Serbia is openly admitting that all complaints sent by Organizations for Animal Protection are in fact -legal, and all reported is - criminal offence, but Mrs Gordana Stojanovic Milosevic seemed to find an excuse from crime in poverty of local management.  

Poverty CAN NOT be an excuse for CRIMINAL ACTS!

EVERY CRIMINAL ACT IS TO BE SANCTIONED BY LAW, and duty of THE PROSECUTOR GENERAL OF SERBIA is NOT to find excuses for criminal acts-

duty of THE PROSECUTOR GENERAL OF SERBIA is to enable satisfaction of justice, and to prosecute the crime perpetrators in accordance to Law .  

With this letter officials are openly admitting, that buy not acting by Law, by closing the eyes in front of Justice and by all past acts of truth disguise, the office of THE PROSECUTOR GENERAL OF SERBIA is involved in instrumentalization and encouragement of Serbian citizens to commit crimes from greed.  

Institutions in republic of Serbia are exterminating dogs and cats for profit (from- 1.200 dinars - 6.000 dinars- and up To: 10. 000 dinars/per dead body (carcass), which shows   that institutions in Serbia are spending money on massacres-and do it all against the Laws (criminal Law and Act 269. , Veterinary Law).

THE PROSECUTOR GENERAL OF SERBIA is portraying the massacre of "street" animals as common event, and then is trying to explain criminal acts (murder) as acts which are done because of poverty,

and while institutions are spending budget money on mass exterminations of sentient beings instead on food and accommodations for their citizens and animals- THE PROSECUTOR GENERAL OF SERBIA is hiding and helping the perpetrators go unpunished.

Citizens are not aware of the fact that money which they earned on hard way is ruthlessly spent on life destruction.  

We Insist:

That money which is used by local self-governments for mass extermination, for dog and cat massacre - is to be used for animal care, as Veterinary Law obligates on that.

The acts of irresponsibility and abandonment which are committed by (dog and cat) owners are to be sanctionized by Law.

Prosecutor General of Serbia needs to act by official duty, as Law commends, either this or we will make possible to be seen as one of the participants in all above motioned crimes (toward environment, citizens and animals), and will be reported to the relevant Institutions for not letting the Justice to be satisfied.

All acts of crime were committed from greed (for profit) and because of that are considered as crimes of economy violation.  

Deputy Prosecutor General of Serbia did not prosecute the requests and complaints against felony perpetrators, reported by organizations for Animal protection and citizens.

Deputy Prosecutor General of Serbia is obligated to open all cases of animal cruelty and deal with them by Law.

Bases of strong Government are in Justice Systems. Serbian Justice System is NOT working because of people like Deputy Prosecutor General of Serbia - they do not want to do their job.

RABIES!!??

Serbian animals are in danger! Veterinary Director of Serbia command always mass killing foxes and stay dogs and cats, never vaccination wild animals! We insist on vaccination all wild animals in Serbia and all strays - FOR FREE. Are serbian people in danger from rabies, too? or is this only fraud for alibi for mass killing of stray dogs and cats in Serbia and foxes too. We want know: are this cases of rabies by foxes in Serbia official registered by WHO. We wait answer from WHO- Geneve, and from EU vet. Inspection from Dublin. We know this truth: 2006. was not official registered rabies in Belgrade, but Veterinary Director command: rabies- mass killing of stray dogs and cats 3 months in Belgrade!!! for protect people from that rabies.

AGAIN the fox infected with rabies have bitten the dog in the yard of a farmer - 24.1.2007. Today that is the case in Zitiste, a village in Vojvodina in Serbia, in which the fox infected with rabies have bitten the dog in the farmer's yard, and the dog has caughtrabies. Director of Veterinary Department ordered AGAIN that hunters kill all the foxes and the dogcatchers and hunters kill all stray dogs.

Again NO MENTION of antirabies vaccination of wild animals using a bait, urgent free of charge vaccination of all animals in the area that should be a quarantine, livestock markets should be closed, transport of animals and animals products vorbidden from contaminated to endangered area. Except for killing, nobody pays attention to any other measure ordered by vet law in this occasion (there are 18), the measures are not put into effect, and nobody supervises the whole thing, AND IT SHOULD.

Still, the people and animals in Serbia are in danger of rabies.Animals are exposed to mass killing and for that the township sets aside money - 6000-10000 dinarsper corpse (1euro = 80 dinars) only because Veterinary Department does not implement Vet. Law and is only interested in money, even if that means piles of corpsesof animals and the risk of people getting sick of such and incurable disease.

On 15th January 2007 Director of the company for the Public Services JKP MORAVA, Mr Miodrag Milosevic and the owner of the firm HIGIJENA TOMIC - Ljig, Mr Zoran Tomic, signed a contract whose realization started the next day on the 16th.

The following prices have been accepted by this contract:
- fieldwork of the team of dogcatchers from 8AM - 2PM is paid a flat rate
17000 din
- Ketamin stunning with a stun gun 400 din per dog
- dog keeping 210 din a day per dog - compulsory keeping in Jabucani where this object is, 105km  far from Svilajnac, is 30 days; if paid by JKP MORAVA - it could be longer
- euthanasia 1000 din per dog
- neutering 3000 din per dog
- vaccination against rabies 500 din per dog
- microchipping 1900 din per dog
- transport of the dogs back to Svilajnac 50 din /km

You can see from the above price list that both sides accepted, that it stimulates euthanasia which costs 1000 dinars, and that neutering, microchipping, vaccination and transport to the place they were taken from is not stimulated. 210 km times  50 dinars + 3000 din neutering + 1900 microchipping (a purchase price of a microchip in Superlab Belgrade is 4 euros and for every 150 microchips purchased, the manufacturer gives a free reader with commission fee up to 10% for larger purchases) + 500 din for anti-rabies vaccine that should in fact be for free, because it has already been paid from the republic budget.

So on one side there is the expence of 1000 din for euthanasia, and on the other side there is the amount of 17300 din - 20000 din (1euro=80din) that JKP MORAVA should pay if they want to save the dog's life.

euthanasia = 1000 din = 12,5 euros
saving the dog = 17300-20000din = 216,25 - 250 euros

Guess what option JKP MORAVA always chooses.

The aim here is to show 'a good will' in the price list to neuter, rehome the dogs or take them back to the place where they were found, but in fact the only aim is their mass killing, and this is their hypocritical intention to fool the whole civilized world, when in fact they do the mass killing and charge the township's budget - it is a criminal act against the enviroment and an economic crime.

This should be taken into consideration by Public Attorney and the Court.
We insist that everyone involved in these criminal doings is punished in
accordance with the law of Serbia.

I just saw along with my husband on TV B92 a report about Mladjan Dinkic and Goran Paskaljevic (a movie director) doing a rehoming of abandoned animals.

Mildly speaking, we are embittered by the fact that in Belgrade you have such a campaign for the protection of animals and at the same time in Nis, our town, you are involved in building the object for the stray cats and dogs where they would be kept for 3 days and killed afterwards. It is being built at the city dump site pronounced as ecologically dangerous by the republic ecology inspection. G17+ is involved in all of this. At the same time there is a private dog shelter in Nis, that is running only thanks to donations from the caring individuals and APS members, with no help from the local government, although on several occasions we asked for it.

Please contact your party members in Nis shortly and prevent the killing of innocent animals and the protest of the people that is bound to happen at mutual regret, while the animals pay the highest price.

I am familiar with problems in Nis. Through Director of Vet Department Mr Krnjajic,a member of G17+, we prevented the worse - for now. Nis is, as you know, my town, and I will do all that is in my power to make the situation better and in some time in the future totally solved. I will come to Nis on 14th January in the morning with Mr Dinkic, Mr Krnjajic and others that can help. it would be good that we meet with APS representative and unite our forces.

APS Nis does not want to "unite the forces" with any political party, especially not with the one whose members constantly break the law and interpret it in the way it suits them best - and somehow it always suits them to see corpses of animals on piles in pits all over Serbia.

Mr Paskaljevic and Mr Krnjajic should solve the problem of stray dogs in the city where they live - Belgrade in accordance with the law, before they offer their help in other towns of Serbia.

We, in Nis will not let anybody do selection of our animals, learn on them how to be vets or experiment on them. All animals have equal rights to live, small or big, with no leg or blind, healthy or ill. Maybe in Belgrade APSs can be manipulated or bribed not to raise their voice against monstrous treatment of the animals in OVCA but it will not happen in Nis.

Again rabies - the county of Rudnik-Takovo, again fox, again mass killing of animals

Director of Veterinary Department handed down a decision which pronounces 6 villages in the county of Rudnik - Takovo  contaminated with rabies, afterfox infected with rabies was found in the forest.

The hunters were ordered to start a chase on foxes and all other wild animals early tomorrow morning - andkill them all.

Also, the dogcatchers were ordered to kill all stray dogs and cats.

Director of Vet. department of Republic of Serbia  has still not ordered,  and he should: urgent vaccination of ALL animals at the expence of republic budgetin accordance with Vet. Law (both wild and domestic animals) in the contaminated area as well as endangered area.

Also, both contaminated and endangeredareas are not in any kind of quarantine, so the transport of farm animals to the slaughterhouses and distribution of meat and meat products, the trade of the livestockon the market- all is being done freely with no disinfection barriers and control ramps between the two areas.

We think that by killing all the wild and stray animals it is not possible to eradicate the virus of rabies and protect people, and that all the people and animalsare in the danger of rabies, and animals are facing a genocide.

Director of Veterinary Department, Mr. Dejan Krnjajic handed down a decision which pronounces Svilajnac and Vranje area contaminated with rabies, after the hunters had allegedly found a dead fox in the forest and allegedly was proved that it was infected with rabies. The same decision ordered, instead of at least 18 measures given in the Veterinary Law article 64., only one measure, and that is extermination of stray cats and dogs, citing The Regulations 39/88 valid in SFRJ (ex Yugoslavia) in 1988, which is not in accordance with Veterinary Law of RS 91/05. Although this wild animal was allegedly found dead in the forest, Director of Vet. Department  did not order per oral antirabies  vaccination of wild animals by putting baits with vaccine, he left wild animals unprotected with possibility of spreading rabies among them, as well as people and domestic animals. If the virus of rabies is really present in those areas, all people and animals  are in a danger to life, because Director of Vet. Depart. did not apply all the measures given in the Vet. Law article 64. but only one - killing of all stray cats and dogs. From the epidemiological point of view, killing strays cannot protect people and enviroment from the rabies.

If, however, the danger does not exist and because of that Director of Vet. Department did not order all the measures stated in the article 64. of Vet. Law, but only one - mass killing of stray cats and dogs financed from the township budget (6000-10000 dinars per dog or cat), can anyone assume what it is all about...

CRIME WITHOUT PUNISHMENT
He was hanged by owner who was not punich in spite we bring a charge. Here stay only divine punishment.

These dogs was in a life when dogcatchers of Leskovac city put them intu this dirty cage, and leave them on this place on dump. Dogcatchers just leave them... without water and food into very small place. They died very hard and very slowly. Only one little pupy have stay in a life, and we rescue this pupy from this dirty cage.

NEXT WEEK WILL BE THE BEGINNING OF MORE MASS KILLING'S DECEMBER 18 th IS THE DATE EXECUTION FOR STRAY ANIMALS BEGIN!! ACT NOW TO PREVENT THIS BRUTLITY

More than 5000 stray dogs will be killed by T-61, at the center for inhumane killings in the southern part of Serbia; this will be conducted by JKP Medijana in the city of Nis. This is the cities garbage dump where they execute all stray animals that they capture. The promise to kill all these poor animals was made by the director of services for garbage collection in Nis, Serbia. The date that he set for the murdering of these animals is December 18-th 2006.

We need all the help that we can get to put a stop to this inhumane treatment towards stray animals in our region. We beg of you to act now before these massive animal killings begin! Because we were informed of this just recently we understand that the date is close by but if we don't act immediately it can be too late and all these helpless animals will die, that's the promise the director of garbage removal has made to the people.

We are in desperate need for all people that have it in their heart to help these animals get a chance at life to contact people/organizations/media that can put a stop to these massive killings to voice themselves for these animals getting killed.

In Belgrade, Zrenjanin and Novi Sad in the garbage dumps of these cities are also centers where they execute stray animals, now we have been informed there is a new center specifically made for the murders of stray animals.

Again we are begging for the help of everyone and anyone in the world to help these animals!

If you visit our site, we inform the public of the way the garbage dump service in Serbia are used for mass killings of animals and how the veterinary services have not done anything to stop this from happening. These killings are also done for bounty by garbage collectors who are promised money in return for each killed stray animal. In which many have made it a business for them, killing stray animals for extra income. Outrageous!!!

The government has not done anything to put a stop this!

Public prosecutors do not care to implement article 269, paragraph 2, from the Criminal Code of Serbia in which it states: anyone who uses cruelty towards animals or kills an animal in opposite to the Law of veterinary standards must be punished for up to three years in prison. These laws are not conducted and nobody is ever prosecuted for such actions in our region.

The following emails are of people that have the power in our country to put a stop to these cruel doings. Most of the listed people are government officials that can implement the laws that exist in Serbia's Criminal Code.

Please pass tis message through to all officials and media outlets that come to mind and also send emails to the following emails and let's give these helpless animals a voice that can be heard around the world, they need us to fight for their lives!

God help for our future with children like this!!!

15-th to 16-th year old an elementary schoolboys hanged dogs in park of the school and teachers of elementary-school "Dositej Obradovic" in Sombor city, Serbia done nothing against this crime. This is shame for all of us, and big tragedy for all of us.

Children of one very poor familly in city Velika Plana 3-7 years old have slaughter and eat dogs, the most often little dogs, and about that have information social workers and almoust all city but nobody done nothing.When children had eat one litlle peckineser owner of that dog have call newspapers.

God help for our future with children like this, with elementary-schools like this, with parents like this, and with social workres like this.

Black Panther!

Whose idea was to bring Black Panther & snake in studio, and to "hide" them in shoe box?

What was the purpose of this animal abuse act?

To be honest, all I saw in that "exhibition" are two imprisoned animals, going from box to hand, confused and scared. Animals are not meant for television, for studios and morning shows. Animals do not benefit from those exhibitions; they just suffer as they are used as objects. Animals have their needs, and that Panther certainly did not feel comfortable in studio with all those lights on him, so many people, noise..- Panther desire wide open spaces, they love to roam-free-.

Please stop using animals in your shows. Modern world understands that animals are sentient beings, they have their own needs and life directions, and that's why they are now mostly excluded from live TV shows, movies, circuses, and will soon be forgotten as Zoo exhibitions.

There are so many beautiful ways to show animals in their own natural environment, animals from Zoo's are not natural, they do not behave on their natural way and there is no purpose to show captive animals as examples.

Also I do have an question, where from those two animals came? Are they from Belgrade zoo, or Jagodina zoo? In both ways it's a disaster that you are bringing more suffer to those poor animals, it would be kind of you to start helping those slaves in zoos in your country, to show to people that animals do not belong in medieval prison like Belgrade zoo is.

Media should Help in humanization of Serbian zoos- like this, you acting now, you are just helping the zoo management to make more money on animal suffer, they are buying and selling illegally, they are depriving from freedom, enslaving, abusing. don't let them present Zoo's as an attraction- as Zoo's are worst prisons because those prisoners did nothing wrong- but they are sentenced on life imprisonment without option for parole

BEFOR "humane" killing by injection of T-61 into dogs lung, after paar days after humane handling.

AFTER "humane" mass killing; cages are now empty and preaper for next victims, which will be humane handling by WSPA Diploma man of JKP HIGIJENA, Pancevo.

We are very proud of our 97 very nice big boxes, in which are 450 dogs who are healty and hapy.
We have good control of reproduction because all mail are neuthering- this great job did do vets of OIPA.
We have plan for neuthering female too.
Every day there are, at the shelter doctor of vet, because some of our members are doctor veterinary and some of them are technicer of veterynary.
Dog houses into all of boxes are from wooden and straw balls, and very comfortable, warm in winter, and could in sommer.
Around boxes we planted woods of the walnut.
It is comfortable, and it will be more better when woods of walnut will be biger.

This building inspectors command about destroy of dogs houses is not in agreement with Law, because it is not need for wooden dogs houses and dog houses from straw balls to have building permit.

About antirabic vaccination we sended 8-th request for this vaccination to the veterinary inspectors, and we wait on theirs answer and on vaccination of dogs.

So, situation is now under our control. We are grateful on very important support from all over the world, from many Animal welfare organisations and from many goodwishes citizens. Thank You very much to all of you.
Dogs are in good condition, they are content, happy and we made 278 responsible rehoming for half year. We have plan for visit that dogs and to see situation in which they live. We visited more of them, and only in one case we tuk dog back, because dog was on short chain.

Dear Sirs,

I heard that local authorities at Subotica sent a build inspector who commanded to DESTROY all the dog houses and the dog shelter in Subotica where 450 dogs live.
This dog shelter is legal ! People who are concerned about the wellfare of animals, such as EPAR and OIPA ,built it.
This was hard working because nobody else helped them.
By destroying this shelter those 450 dogs will have no boxes. All the work, the time, the energy of those people was for nothing?!
Epar, as a nonprofit non government organisation for protect of animal rights, asked help from republic and local authorities and offered collaboration, but they refused both.
Only Director of veterinary-Mr.Dejan Krnjaic said: "If you want to protect animals you must pay all what we ask if not the dogs must be kill by humane euthanasia".
The anti rabic vaccination, Epar asked for, was refused in spite of the Law of veterinary which command that anti rabic vaccination must be paid by the republic budget of Serbia.

Now vet.inspectors ask 3450 euro for those vaccinations!!! It's is outrageous!!! Is is not legal at all!!

Epar can't pay this, so, by this policy, 450 dogs are condemned to be killed!!!

Why are you against organisations which want to protect animals?
hope you will do everything to stop the destroy of the shelter and the killing of the 450 dogs.

Mayor of Subotica, Mrs. Geza Kučera, on press konference today, promissed to citizens of Subotica: every homeless dogs and cats in Subotica will be kill at ones, when be finish building of place for killing of them.

And in the meantime poor homeless dogs are from dogcatchers collected and put into small boxes, there are in place 2x3 meter 10- 30 dogs - all summ: over than 255 dogs are at the cities "shelter" of Subotica, "waiting room for die" and dogs fight and die in this very small place, over than 255 dogs. How we can help to this dogs. We had bring a criminal charge, but nothing, because public prosecutor of Subotica did do nothing, because Public Attorney General of Serbia did do nothing. We are desperate, we cannot help to poor dogs in spite we have Laws on our side, because institutions of regime dont do theirs job in agreement with Laws of Serbia.

Serbia is horrible place for all animals, specialy for homeless dogs and cats.Homo sapiens in Serbia want to kill everybody , for money- specialy homeless dogs and cats,because this killing go in Serbia for money, without punish in spite of article 269 of Criminal Code of Serbia, because nobody in Serbia dont want to implement article 46.of.Law of veterinary and article 269 of Criminal Code of Serbia.This situation is horrible and peaple who respect animals and laws have 24h every days mental aggression in spite of Constitution of Serbia and Laws.

Who can help us? on this planet? When we say: us, we mean on the animals and us - together, both of us.
It is impossible: nobody.

We bring a charge to the police and vet. inspectors of Leskovac together with ARKA The Society for protect and welfare of animals and citizens of Leskovac ,because in that city local authoritides command action of killing homeless dogs, in collaboration with authoritides of city Niš and Vranje.

Our representative was on meething by Italian ambassador in Belgrade and told about situation in Serbia, but Mr.ambassador said that he cannot help.

ver.inspector of Subotica command that , in spite all dogs at the shelter are mark, they must be mark again for our money. And in spite we insist seventh times in write form, vet inspectors and Director of veterinary of Ministerium of agriculture of Serbia dont want command to the veterinary antirabic vaccination of dogs at the shelter. We request antirabic vaccination for all dogs at the shelter in agreement of Law of veterinary for money of budget of Serbia, because our organisation for animal welfare is non profit organisation and we have no money , but dogs must be vaccinated, but since today vet.inspector did not command to public vet station this work. They ask money from our organisation: money for mark and money for antirabic vaccination, in spite of Laws.

We rescue 25 dogs from Vrbas. This dogs was in very bad condition and authorities, dogcatcher and vets in Vrbas had intention to kill this poor dogs. Now this 25 dogs are in our shelter, they are hapy and wait on new, reponsibility owners.

Mrs Tonja and Mrs Rachel Smith, representative of WSPA attended our organisation. Our representatives said to them that we are not content with action of some serbian WSPA members- animal welfare organisations, which support "New strategy" of authoritides of Belgrade - which financial construction show that 12,5 million dinar will be spend on mass killing, and only 650 thausend dinar on sterilisation, and both action go thogether that mean: some of dogs will be neuthering and after this operation after some time collected from street and killing, both for money of cities budget of Belgrade. This is very harmful for the animals. Behind nice story stay crafty fraund - the numbers of money of financial constructions of "New strategy" say truth.

This film we saw 2001. year when Bridgit Bardot Foundation did do sterilisation and the same dogs , like all other dogs , dogcatchers and vets of public vet.station "Belgrade" Ovča of Belgrade killed for money of cities budget: and authoritides said that dogs was sick and aggressiv.

On our iniciative, and on request for meething from all over the world, was meething by Public Prosecutor of Serbia. Thema of this meething was: nonimplementation of Article 269.of Crimilal Code of Serbia.

Our conclusion is: Public Prosecutor of Serbia did do nothing about implementation of Article 269. of Criminal Code of Serbia, and so we must to bring a criminal charge toThe International Criminal Court at The Hague.

OIPA representatives and volunters was guests at our shelter. Thank you to all of them.

Vaccines which OIPA Italia donated to our shelter realy was PERFECT, but not recognized by serbian authorities. We had wait almost half of year and received document in which wrote that vaccines are not suitable and we cannot its received. So this very useful donation was take back and used in other place, after half of year. And we have not vaccines and we have not our money for import, but we want to do antirabic vaccination.

Thank you to Operation Toby - animal welfare organisation, Australia and New Zeland, and specially thanks to Jordan Kelly, on support of our very difficult work, and made link on website of Operation Toby about horrible situation for animals in Serbia and so help that truth can arrive to many good peaples on our planet and at last change this situation.

Today we rescue 40 cats from death in place with seal up windows and dors in Novo naselje, Novi Sad, city in Serbia.

Today we rescue 17 dogs from massacre at JKP "Morava", city Svilajnac.

OIPA sent to our dog shelter EPAR 2500 euros, donation for bulding new delta boxes. That is very important dination for dogs in our dog shelter. We are very grateful to OIPA. We hope that we will stay together for the animals.

OIPA is together with us in the matter of dog shelter and in the matter of article 269. of Criminal Code of Serbia.

We are very grateful for everything what OIPA do for animals in Serbia.

The Society friends of Animals FRIEND insist and demand on used article 269. of Criminal Code of Serbia.

The Society friend of Animals FRIEND contact all animal welfare organisations all over the world, because in Serbia is for all animals horror situation, esspecialy for dogs and cats. In all Serbian towns there are flayer services attached to the communal service, who are engaged in capturing and killing lost or stray dogs and cats (in collaboration with the veterinary service and breaking the legislation). They charge this terrible "service" around 50 euros for each corpse. This behavior is punishable under article 269. of Criminal Code of Serbia with up to 3 years of imprisonment. The Society friends of Animals FRIEND and The Society for animall protection ARKA collected the documents and material proofs confirming dose criminal abuse and gave them to allmost all local prosecutors in Serbia. There was no reply.

Then we wrote to the General Prosecutor, Mr. Slobodan Janković, demanding that he, in accordance to the Law which defines his duty as General Prosecutor, send the written Instructions concerning article 269. of Criminal Code of Serbia, to all local prosecutors, so that the authors of mass killings of dogs and cats would finally be stpped and punished.

We also demanded a meeting with Prime Minister, Mr. Vojislav Koštunica, President of Serbia - Mr. Boris Tadić, and we informed them of mass killings of dogs and cats and of breaking the law by the institutions of the regime. They did not aswer us, expect a courteous praise of our work by the cabinet of President Boris Tadić. In spite of all our efforts, in spite of tausends of letters sent to the responsible institutions on the local and republican levels, nothing changed: in Serbia tausends of dogs and cats are killed an a regular basis, and that crime is even paid for with the money of tax payers. Animals are killed on the street, or a few days later; in the second case, they are kept in the small cages, without water, without food, on minus 20 or plus 40 degrees. Nobody cares for our appeals to the Prosecutors. Nobody belongign to the authorities, who has the mechanisms and the responsibility to apply the article 269. of Criminal Code of Serbia, nobody don't cares for terrible sufferings of the animals, for their senseles deaths, and their final demise in the communal dumps.

Cats and dogs cannot speak, therfore we, men, are responsible.

Has the world any force to react, or we are condemned to live in hell on Earth that. at first glance, looks like a wonderful planet.

Those against whom we wrote to the Prosecutor, began to exercise pressure on us - to abandon our efforts. But this gives us new force, in addition to the help from the world that we hope receive.

Our shelter received donation 2000 euros from OIPA for building new delta boxes for dogs.

We started to bay material for building and to do building, at ones.

And since today in our dog shelter EPAR go building, and many of 150 dogs who was on chain are now in new delta boxes.

We are very grateful to OIPA on this very important donation, and we hope that all dogs will be very soon in new boxes, with grateful to OIPA.

We know that OIPA will help to dog shelter EPAR, Subotica, Titogradska, 53, in the future, and it is very good to know that we are not alone, because in Serbia is very difficult situation for all animals, esspecialy for stray dogs.

We hope that OIPA will help around sterilisation and mark dogs at the dog shelter EPAR.

We want and we believe that together with OIPA we will make that life in the shelter EPAR for all dogs will be more better and that animals welfare will be the most quality.

President of OIPA Mr. Comparrotto informed us that OIPA have decide to help, with 5000 euros, around building new delta boxes for 150 dogs in our shelter EPAR, for dogs which are now on chain, because we have not money for this building. We made boxes for 300 dogs, and cannot alone to build more boxes.

Our shelter become donnation 2.5 tone dog food from The Marchig Animal Welfare Trust, Scotland. That was very important donation for dogs in our shelter, because we in that moment had no dog food, and had no money for bay its.

OIPA (Organizazzione Internazionale Protezione Animali) Italy visit our dog shelter - veterinary doctor Carlos Rossetti.

This visit was very important to our shelter EPAR, Subotica, Matka Vukovića, 9 and to our organisation for animal welfare.

OIPA have donnated for 450 dogs at shelter EPAR, of The Society friends of Animals FRIEND, Subotica, Titogradska, 53 antirabic - vaccines. We are very grateful on this very important donation. Vaccines are now at airport Surčin in Belgrade, but we hope that very soon it will be in shelter EPAR in Subotica, Serbia.

9.5.2006. We payed 360 euros for import this donatio as compania for import ask from us, but 17.5.2006. they sed that this vaccine are not good for Serbia and that we cannot become vaccines and our money too. So we have no vaccines and we have not our money. So work Serbian insitutions in the matter of animal welfare, so Serbian regime help to the animals welfare organisations. They dont want to give vaccines - donation of OIPA to the shelter, they ask money for donation, and when we had pay they dont want to give vaccines - donnation for stray dogs. That is crime.

Citizens of Subotica! Society of Animals Friends FRIEND and Society for protection and welfare of animals ARKA took a legal action against the firm JKP CISTOCA i Zelenilo and also against responsible persons in local self managing organs for misusing their positions, negligence in work and illegal solving of problem of abandoned animals.

The concrete example for this is illegal purchase of land located in Subotica, Bikovacki Put 57 in order to build on it premises to which the abandoned animals would be brought and killed. This purchase of land was done without public competition so that for 250 square meters with a small hut was paid 4 million dinars. Director Dobrivoje Koledin bought this land in the name of JKP CISTOCA from his close friend Marinko Kuntic who also was employed in the firm CISTOCA. In the annex of the contract says that if this job was not a success the money will be returned to the buyer-meaning that both of them will profit in any case. And that money was the money of tax payers!

Public Veterinary Station Subotica had in earlier period a service for catching and killing abandoned animals by injecting poison into their bodies. All this was done by knowledge and support of certain persons employed in the District of Subotica.

Because of this the Society Friends of Animals FRIEND and the citizens of Subotica took legal action against Public Veterinary Station and its former director Matija Cernetic. The legal process is in the course in the Trade Court of Subotica.

We will keep you informed of the course and results of this and similar actions of our society - all of them aiming at respecting of LAW.
