There is no problem of stray dogs and cats. The problem is the irresponsible owners who abandon their pets, which is against the law and should be fined. Abandoned dogs and cats are the consequence! The cause for this is in the irresponsible keeping of these animals.

No kill strategy for eradication of this cause

The owners who abandon their animal should be punished according to law.

To His Excellency the President of the Democracy Party, and President of Republic of Serbia :

Dear Mr. Boris Tadic

Considering that it is the duty of humans to respect animals and to ensure that these benefit from legislation which protects them in an adequate and effective way;
Considering that that duty is increasingly recognised and valued not only within the Serbian society but also across the world, and that it has been driving governments, parliaments and municipalities from several regions of the world to take advanced legislative and practical steps to protect animals;
Considering that, in spite of the latter being also a duty of the Serbian State, this state has not been matching it, or meeting its responsibilities in this field, in a satisfactory way, thus leaving Serbian`s animals cruelly abandoned and victims of the state's indifference, which, both by actions and omissions, has been permitting that many and serious harms committed against animals may happen in an environment of almost total impunity;
Considering that the Serbian State, both by not taking proactive, modern, effective and adequate legislative measures, by not even conducting a satisfactory prevention, enforcement and penalization activity regarding the existing animal protection regulations, by not forbidding cruel, unacceptable and absolutely unnecessary practises, and also by involving some of its institutions, among which are the municipalities, in the cruel treatment of animals, has originated serious problems affecting animals in the country; and also

Considering that the majority of the Serbian people - a very significant one, in many aspects, and overwhelming, in so many others - believes that animals in Serbia are, in fact, extremely unprotected and should, in several areas, be urgently and strongly protected by the Serbian State;

I call on the Serbian Parliament and urge the Democracy Party to:

1. Propose and/or approve, establish and enact a new animal protection law - to be shaped as an Animal Protection Code - that is
a) wide-ranging, in a way that it establishes animal protection regulations affecting all areas in which these are somehow used and involved,
b) coherent, clear and specific, in a way that its provisions can be understood, respected and enforced in a clear way and without causing any doubts,
c) strongly restrictive, establishing
i) unequivocally the prohibitions which are due to be defined,
ii) strong penalties to the infringements of the law, and
iii) exclusive legal permissions to hold animals in captivity and/or to inflict pain, suffering and/or death to animals only in the cases in which that is strictly necessary and justified, also rigidly and clearly regulating those permissions, and
d) easy to enforce, in a way that the agencies and officials which are responsible for enforcing the law and making sure it is respected may execute their enforcement work in the most direct, fast and effective manner, so that the infringements may be punished as swiftly and efficiently as possible, also to be accompanied of immediate and precautionary measures to protect the affected animals´ safety and integrity - measures which should be also immediately put to practice by these very agencies and officials;

and

2. To additionally consider and incorporate in the preparation of this new animal protection law - which is requested to be established and enacted shaped as an Animal Protection Code taking into consideration all the aspects mentioned in the previous point - all the elements which are outlined and advocated in the fair, extensive and comprehensive guiding proposal for a Serbian Animal Protection Code presented in the documents "NO KILL sterilisation strategy", writen by Friend-EPAR/OIPAmember league www.epar.org.yu
and "Law&order&justice for all" , written by Friend-EPAR/OIPAmember league/alliance for Animal Rights www.epar.org.yu
and promoted by this organisation and several other members and supporters of Alliance for Animal Rights and Serbian Animals Voice http://serbiananimalsvoice.wordpress.com/

Monash University conducts completely unecessary live experiments on rabbits as part of it's undergrad science class, but you can make them stop.

Animal Liberation Victoria was contacted in early 2007 by distressed students from Monash University's third year undergraduate science course.

Students were being instructed to perform experiments on live unconscious rabbits which included:

• Restraining the rabbits on a work table, with their paws and teeth tied to anchor points
• Cutting open the rabbits' throats with unsterilised instruments and inserting a tube into their wind pipe
• Administering various chemicals into their blood stream to observe the effect on the rabbits' heart rate

At the end of the class, the rabbits were given a lethal overdose and discarded in a rubbish bin.

Undercover footage was then recorded from inside the clasroom (click here to view the footage) using a hidden camera.

The students were given the option of watching a video about the procedure instead of taking part, and therefore an alternative to this senseless killing is plainly available. In fact, we believe these experiments are illegal, as the code of practice governing animal experiments in educaction states that alternatives must be used wherever possible.

Monash has refused to stop the experiments, and in a self-contradictory letter to ALV, Professor Richard Larkins, Vice Chancellor and President of Monash, admitted that students could choose to watch a video instead of taking part and that they would not be penalised or disadvantaged by doing so, and yet also claimed that there were no viable alternatives to the use of the rabbits and that the experiments were necessary!

Monash has subsequently received negative media attention and criticism about this issue in a recent article by The Age - Click here to view the article.

Band member Adalita from Magic Dirt recently voiced her opposition to the Monash experiments by posing for ALV's latest poster to be used as part of our campaign.

And JJJ radio personality Lindsay McDougall, band member of Frenzel Rhomb, has lent his support and voice talents to our undercover video as narrator.

When considering this issue, it's helpful to transpose a human into the role of the rabbit: What would we do if humans were being used in classroom experiments? Would we be content to allow students to mutilate, experiment upon and discard human subjects? Of course not, yet rabbits, who are intelligent, sentient beings, capable of joy and suffering, are seen as mere replaceable commodities.

It's important that you voice your opposition to these experiments to Monash University.

A new law regarding 'animal welfare' is being presented to the Serbian parliament in the next few weeks. The Serbian Government is claiming that the new (proposed) legislation will be excellent because, animals (ie street strays) which have been rounded up by the Serbian authorities will be kept in pounds for 30 days before they are destroyed. They declare this is much better than many EU nations, who kill animals after 7-15 days. This is the 'sweetner' being used to push through the new legislation - ie. Serbia is better than much of Europe because it keeps animals alive for longer.

The proposed legislation, which will be Article 73., states that after 30 days, stray dogs and cats can be euthanased if nobody adopts them.

What this legislation will do is, stray animals the entire length of Serbia who have been rounded up will be killed after maximum 30 days in the local pound, and if they have not been adopted, of which there is a very slim chance. From data I have been provided with from inside Serbia, this could mean a potential 1,000 stray dogs and cats being destroyed. There are big concerns amongst Serbian welfare campaigners that animals captured could be destroyed within only a few days, and the necessary paperwork adopted to show animals have reached the end of their 30 day period.

Instead of a time period of 30 days being defined as the maximum for keeping animals within the pound before commencing their destruction, we require that instead of this legislation defines that there is NO MAXIMUM period of time defined by law, and that whit the help and assistance of animal welfare organisations, animals can be kept within the pounds indefinitely,until the necessary sterilisation, vaccination, mark and fitting of ident tags to the animal(s) is undertaken.Then,and only then, can the animal(s) be released back onto the street - as a tampon solution ,if necessary and IF no other alternative such as adoption, can be achieved . Some Serbian welfare organisations, including EPAR, have written to the Serbian Veterinary Department many times in opposition to this newly proposed legislation. ORCA, Belgrade's animal welfare organisation, has been one of the co-authors of this legislation. The approval of ritual slaughtering will also be approved if this legislation is sanctioned. ( Article 26., 43., 45. ).
We require : every ritual slaughtering of animals to be banned - because that is the case of the extreme cruelty, and because no God asked for animals to be sacrificed..

Article 47. - write about permit of unnecessary experiments on Vertebrata .
We demand : EXPERIMENTS on Vertebrata to be banned, because their results are not significatnt for humans.

We demand: HUNTING to be banned , as very cruel activity whitch no sports-man can call a sport..

Current Serbian national legislation already exists for the protection of stray and street animals. Unfortunately, implementation is being routinely ignored by authorities and politicians right across Serbia. Serbian National Legislation for animals includes:
- from 1st January 2006, the Criminal Code of Serbia. Article 269,
Paragraph 1: anyone who is cruel to, inflicts violence or kills an animal as defined by this law, must be punished by up to a 6 month prison sentence;
Paragraph 2: if suffering or death is carried out on more than one animal, the person who inflicted this suffering can be sentenced with up to 3 years imprisonment.
any person who is cruel, violent or inflicts death on any animal making up the 'special protection' group of animals (as for example, the wolf or the brown bear) can again be sentenced to up to 3 years imprisonment.
In addition to Article 269, Article 46 of the Serbian Veterinary Law declares:
that animals have a right to life. There is no law declaring euthanasia has to be undertaken as a means of stray / street animal control.
each local community in Serbia has an obligation to provide care for abandoned dogs and cats
each community has an obligation to finance stray animal care, including the building of shelters
each community has an obligation to finance sterilisation, medical care and food for the (stray) animals
volunteer prizes can be given as an alternative for payment to people who volunteer and are directly involved with jobs that include the care and protection of abandoned / stray dogs and cats.
Since CURRENT Serbian Veterinary law does not allow the killing of stray animals, money which is currently being used by authorities for illegal animal killings in the communities should actually be re-directed into providing care for those same animals. This is exactly what Article 46 of the Serbian Veterinary Law declares.
The real answer to the massive street animal population in Serbia is for all authorities to adopt a sterilisation programme. Some sterilisation is being done in certain regions but nowhere near enough. Even animals which have been sterilised and are then returned to the street with idents on them to show this, are still being rounded up again by the Shinters (round up / kill teams), put back into the compounds and eventually killed !
This newly proposed legislation will basically give carte blanche to the authorities to do exactly what they want to with animals lives. The 30 day retention period will not be adhered to and many animals will be killed or sold on to the labs before this. Serbia simply sees this new legislation as a way of ridding the streets of stray animals under alleged 'vary good, better than the EU' wording. IT IS NOT, but simply a Passport to the Serbian Government to kill, kill, kill.
Once this legislation has possibly been approved, Serbia will then press on for Accession (membership) of the European Union.
At a meeting with campaigners this very week,mrs Sanja Celebicanin-Chief of Veterinary Inspections of Serbia , declared that e mail correspondence is NOT counted as useful by the Serbian authorities/Government; only hard (written) mail.. Her address is:

I am saddened to hear the news that Felix has become yet another statistic of the hideously cruel world of vivisection. How many more primates will suffer, abused by desensitised people reaping blood money as their reward? Shame on hard hearted beings that treat primates as a disposable research product, such acts of barbarity are the reason compassionate people will continue to speak up and challenge a society that allows sentient creatures to be dissected whilst still breathing and ultimately to suffer in silence and to die alone. There is no commendable argument to the destruction of precious animal life for human gain but there are commendable alternatives to vivisection.

This is so-call dog shelter in SID , place on dump , place for mass killing dogs and cats in SID city, place for crime to natura , which pay tax-payers dont want pay .This crime is punishment by paragraph 2, article 269.of Criminal Code of Serbia- up to 3 years jail.
We want prevent this crime to innocent sensitive beings. Please help , as soon as is possible, because they : Public service for garbage collection and vets want to start mass killing very soon.
Citizens of SID city want no kill dog shelter, not this shinters, control of reproduction by program of mass sterilisation , not by programe of mass killing.Animals are not garbage.They are innocent sensitive beings.They have The Right to Live in Belgrade, Novi Sad, Subotica, Smederevo,Pancevo, Leskovac, Negotin, Bor,Sombor,Zajecar,Svilajnac, Sabac, Kragujevac ,Sid.....everywhere !

AGAIN MASS KILLING - THEY WILL START IMMEDIATELY- MAYOR OF NIS EJECTED ALLIANCE FOR ANIMAL RIGHTS

Representatives of ALLIANCE FOR ANIMAL RIGHTS -Animal Protection Society ,NIS and CEIRI Nis/OIPA were excluded from meeting because they protested against extermination program/ started by Nis authorities. Oliver Velicekovic President of CEIRI Nis/OIPA reported that on this meeting held between members of crisis headquarters, Representatives of ALLIANCE FOR ANIMAL RIGHTS -Animal Protection Society NIS and CEIRI Nis/OIPA were only pointing out that "killing program" will not resolve the problem of street animals and that humane programs are more efficient, but this was not accepted as proposal.

Conclusion of meeting:

1. "JKP Mediana"public service for garbage collection- is to be assigned to destroy all "street" dogs.
2. "JKP Medijana" will start destroying animals immediately.
3. Special contract is to be made between city of Nis and veterinary stations/for KILLING of stray dogs and cats.
4. All expenses is to be covered from budget of Nis city.

AGAIN RABIES IN SERBIA !!! ???

Again World Health Organization has not been informed Again a fox infected with rabies! This time Majdanpek and the area around. Again order to kill all the foxes, stray dogs and cats Can anyone stop this chaotic situation: mass killing for bounty, irregular pronouncement in order to kill the strays? Are we really condemned to take all of this? We, people in Serbia, are in constant shock because of brutallity towards the animals. Our human rights are in jeopardy.

Can anyone on this Planet help us or is this some kind of punishment that we have to take together with our animals, punishment without a crime. We beg all the civilized people on this Planet: HELP THE ANIMALS IN SERBIA, by doing it you will help us as well. Why do they kill young healthy dogs and cats with pitchforks, hoes, axes, T-61 - when we have such good laws that nobody implements. What is the Public Attorney that rejects all these crimes with numerous evidence like? We are ashamed of our Public Attorney. Every Attorney can be the witness of terrible massacre of animals, Mrs Radenka Andjelkovic from Sabac can too, if she wants to go out from her office and go to the place for killing 5-10min away. Why are they all tolerating these criminal acts towards animals when the Criminal Code of Republic of Serbia orders imprisonment for 3 years for everyone who by breaking the Vet Law tortures, hurts or kills the animals.

These dogs had been captured in Vranje. They have been put in these cold concrete boxes, with no food or water, only because the hunters had previously found a dead fox, allegedly infected with rabies.

Instead of ordering vaccination of wild animals by oral bait, Director of veterinary Mr. Dejan Krnjajic from the political party G17+, ordered only catching and killing of stray cats and dogs. While they are awaiting death, in these filthy cages of the Public Vet. Station, they are starving, thirsty, they are freezing. The vets think that it is unnecessary to waste food and water on them, because they will kill them anyway after 10 days, those that survive their 'clinic observation'. All the vets in Serbia say that they love animals, that is the reason why they studied veterinary. Do they really? Do they respect them? You can be the judge of that.

The fact is, if these dogs die, the vets will commit a criminal act, and violate a Veterinary Law, paragraph 2 of the article 269 of the Criminal Code of the Republic of Serbia which states that they will have to pay the fine or spend 3 years in prison.

We have warned them, although the ignorance is not justified.

These dogs wait for death... They, 42 dogs, TO BE KILL in small city VRANJE, south Serbia, by injection T-61 into their lung, maybe tomorrow, because so command Veterinary Director, Mr. Dejan Krnjaic, after hunters find death fox in the woods out of Vranje city - fox had rabies?! and new groups of 40- 50 dogs to be collection every days, again, again and again, even these dogs had no rabies, they are healty sensitive beings.

Why these dogs must to die !!!??? They are healty sensitive beings!!!! Why not antirabic vaccination, spay/neuter program!!!??? Please rescue these dogs.

CAMPAIGN FOR CRIMINAL LAW

CAMPAIGN - MICROCHIPS - YES, IRRESPONSIBLE OWNERSHIP
AND ROBBERY OF TAXPAYERS - NO
Marking abandoned dogs with microchips is the cheapest way to solve the problem of the animals in the streets.

In the situation when the abandoned and unmarked animals are wandering in the streets nobody knows are they healthy or not - and both people and animals are jeopardized.

If all dogs in the streets would have micro chips, which price is at the moment only 400 dinars, then in any better equipped veterinary station we can get the following data: the name of dog owner, his address, all data about dog's vaccination and about dog's physical condition. In this way it would be possible to inform the dog owner that his dog was found and that he can bring it home. But if he does not want his dog back The Society For Animal Protection will take care about it. The dog owner would be obliged to pay a certain sum of money for disturbing people's free movement in the streets and cover the costs of dog's catching and temporary housing.

Marking of dogs would jeopardize only irresponsible dog owners and organizations which of catching and killing animals enjoy big profits.

Namely, these organizations are financed from the District budget out of which they regularly are receiving a good sum of money, having only one task - to solve the problem of abandoned animals in the streets. But they, though working on the solving of this problem for years did not do anything to solve it. Why and how all this "job" can function? Well, in the situation that we can call Status quo the irresponsible dog owners continuously expel their dogs into the streets making the solving of this problem impossible. In return, they are not punished for doing so.

In the meantime, the mentioned organizations enjoy in regular budget income - doing nothing to deserve it. They also must have someone in the District administration, that probably gets a part of the profit. Without him or them all this couldn't be possible.

Now it is clear why is the above trio against marking the dogs in the streets with chips.

On the contrary, chips are very useful for honest dog owners because they can easily get their lost dogs back, They are useful for honest societies for animal protection because they will earn on catching and housing animals, They are useful for District budget because chips lead to final solving of this complex problem and consequently to lesser expenses on dogs in the street.

Finally, they are very, very useful for us citizens because if bitten we can instantly know is the dog vaccinated or not, who is the owner of that dog and where does he live.

For all these reasons we badly need a new criminal law similar to such laws in civilized countries.
